Housing Connections is a non-profit corporation governed under IRS code 509(a)2 that specializes in administering the Housing Choice Voucher Program in partnership with the Virginia Housing Development Authority. We proudly serve as a link between families and individuals and the safe, affordable places they hope to call home. Housing Connections works to improve the lives of those in Craig, Floyd, Giles, Montgomery, and Pulaski counties in Southwest Virginia.

Housing Connections was first formed in 1987 as Pembroke Management, Inc. (PMI) and operated out of Pembroke, Virginia as a non-profit. With just two staff members and three board members, PMI spent our first years serving as property managers for nearly thirty local apartments using rental subsidies and administering three dozen rental certificates.
In 1996, PMI relocated its main office to nearby Pearisburg where we continued our important work in Giles County. A second office was opened to meet the needs of Floyd and Montgomery Counties. Next, a third office was opened to meet the needs of Pulaski Co. The Pearisburg office began administering the program in Craig County in 2011.
Since our launch date more than thirty years ago, we've made thousands of connections between residents and property owners. In 2018, we realized our commitment to our communities wasn’t about “management” at all, but about creating connections. That year, we officially changed our name to Housing Connections.
